1. Purpose & Scope
Temporary heating is essential on HCMI church construction projects during Ontario's cold-weather months (typically November through April). Propane-fired heaters are the most common temporary heat source used to maintain workable temperatures for concrete curing, drywall finishing, painting, and general worker comfort. However, propane use introduces serious fire, explosion, and carbon monoxide poisoning hazards that must be managed rigorously.
This guide covers the safe storage, handling, and use of propane and temporary heating equipment on HCMI construction projects. It applies to all HCMI employees, sub-trades, and any personnel who handle propane cylinders, connect or disconnect propane equipment, or operate temporary heating appliances on HCMI sites.
2. Legal Requirements
- O. Reg. 211/01 (Propane Storage and Handling) — TSSA: The Technical Standards and Safety Authority (TSSA) regulates propane storage, handling, transportation, and use in Ontario. This regulation covers cylinder storage locations, setback distances, signage, and training requirements for handlers.
- O. Reg. 213/91 s.51-52 (Construction Projects): Requires that temporary heating equipment be installed, operated, and maintained to prevent fire hazards. Section 52 specifically addresses combustion heaters and requires adequate ventilation to prevent accumulation of hazardous gases.
- Ontario Fire Code (O. Reg. 213/07): Provides requirements for propane storage quantities, distances from buildings and lot lines, and fire safety during construction.
- OHSA s.25(2)(h): General duty to take every precaution reasonable in the circumstances for worker protection.
- CAN/CSA B149.2 — Propane Installation Code: The national standard governing propane installation, equipment, and appliances. TSSA enforces this standard in Ontario.
Regulatory Note: Under O. Reg. 211/01, any person who connects, disconnects, or handles propane equipment (other than simple BBQ-style cylinder exchange) must hold a valid TSSA Propane Certificate of Competency or work under the direct supervision of a certificate holder. HCMI requires all workers who handle propane on our sites to carry their certificate.
3. Propane Properties & Hazards
Understanding propane's physical properties is essential for safe handling:
- State: Propane is stored as a liquid under pressure and vaporizes to a gas when released. One litre of liquid propane expands to approximately 270 litres of gas.
- Flammability: Propane is flammable in concentrations between 2.1% and 9.5% in air (the flammable range). Below 2.1% is too lean to burn; above 9.5% is too rich.
- Density: Propane vapour is approximately 1.5 times heavier than air. It sinks to the lowest point and can accumulate in basements, pits, trenches, and low-lying areas — a critical concern on church construction sites with below-grade areas.
- Odourant: Commercial propane has ethyl mercaptan added to produce a distinctive rotten-egg smell for leak detection. However, odour fade can occur in new piping systems, and workers with reduced sense of smell may not detect leaks.
- Asphyxiation: In high concentrations, propane displaces oxygen and can cause asphyxiation, particularly in enclosed or below-grade spaces.
- Frostbite: Liquid propane rapidly vaporizes and absorbs heat from surrounding surfaces, including skin. Contact with liquid propane causes instant frostbite.
4. Propane Storage & Handling
Outdoor Storage Requirements
- Propane cylinders must be stored outdoors in a well-ventilated area, upright, and secured to prevent tipping.
- Storage areas must be at least 3 metres (10 feet) from building openings (doors, windows, air intakes), ignition sources, and combustible materials.
- Storage areas must be at least 1 metre from property lines and public walkways.
- Cylinders must not be stored below grade or in areas where propane vapour could accumulate (pits, basements, stairwells).
- "PROPANE" and "NO SMOKING" signage must be posted at the storage location.
- A minimum 20-lb ABC fire extinguisher must be available within 7.5 metres of the propane storage area.
Handling Practices
- Never drop, drag, or roll cylinders. Use a hand cart or cylinder dolly for transport.
- Keep cylinder valves closed and protective caps in place when cylinders are not connected to equipment.
- Never use a cylinder that shows signs of damage, denting, excessive rust, or a leaking valve.
- Never heat a propane cylinder to increase pressure — this is extremely dangerous and can cause an explosion.
- Verify that connections are tight and leak-free using an approved leak detection solution (soapy water). Never use a flame to check for leaks.
TSSA Requirement: Propane cylinders on construction sites must have current re-qualification (re-test) stamps. Steel cylinders require re-qualification every 10 years from the manufacture date or last re-test date. Expired cylinders must not be used or filled — return them to the propane supplier.
5. Cylinder Inspection
Inspect every propane cylinder before connecting it to equipment:
- Re-qualification date: Check the collar stamp for the manufacture or last re-test date. If the cylinder is past its re-qualification period, remove it from service.
- Physical condition: Look for dents, bulges, gouges, excessive corrosion, fire damage, or leaking fittings. Any of these conditions requires immediate removal from service.
- Valve condition: The valve must operate smoothly. Check for damage, corrosion, or debris in the valve outlet. The relief valve must be present and unobstructed.
- Foot ring: The cylinder must stand upright on a stable foot ring. A damaged foot ring that causes the cylinder to lean or tip is grounds for removal from service.
- Labels and markings: The cylinder must have a legible product identification label and the TC (Transport Canada) or DOT specification marking.
6. Hose & Regulator Maintenance
- Hoses: Use only propane-rated hoses (marked with the working pressure and "LP Gas" or "Propane"). Inspect hoses before each use for cracks, abrasion, kinks, soft spots, or damaged fittings. Replace any hose that shows signs of deterioration.
- Regulators: Use only regulators rated for the appliance and gas service. Verify the regulator outlet pressure matches the heater's rated inlet pressure. Inspect the regulator for damage, corrosion, and proper vent operation. Replace regulators every 10 years or per manufacturer recommendation.
- Connections: All connections must be wrench-tight (hand-tight is not sufficient for threaded connections). Use Teflon tape rated for gas service on threaded connections. After connecting, perform a leak test at every joint using leak detection solution.
- Routing: Route hoses to avoid traffic areas, sharp edges, and heat sources. Protect hoses from vehicle traffic with hose bridges or ramps. Never run hoses through doorways that may close on them or windows that may be shut.
7. Ventilation for Enclosed Spaces
O. Reg. 213/91 s.52 requires adequate ventilation when using combustion heaters in enclosed or partially enclosed spaces. Propane combustion consumes oxygen and produces carbon dioxide, water vapour, and — in incomplete combustion — deadly carbon monoxide.
- Direct-fired heaters (torpedo or salamander heaters) exhaust combustion products directly into the workspace. These require significant ventilation — a minimum of one complete air change every 10 minutes, or as recommended by the heater manufacturer.
- Indirect-fired heaters vent combustion products outdoors through an exhaust duct. These are preferred for enclosed spaces as they do not introduce combustion by-products into the workspace. Verify that the exhaust duct is properly connected and terminated outdoors.
- Ventilation openings: For direct-fired heaters, provide at least two ventilation openings on opposite sides of the space to ensure cross-ventilation. Openings should be low (for fresh air intake) and high (for exhaust), as warm combustion products rise.
- Never seal a building completely when propane heaters are in use. Workers sometimes close all openings to retain heat, creating deadly carbon monoxide accumulation. Maintain ventilation openings even in extreme cold.
Life Safety Warning: Carbon monoxide is colourless and odourless. It cannot be detected by human senses. Workers exposed to CO may experience headache, dizziness, and confusion before losing consciousness. Death can follow within minutes in high concentrations. Continuous CO monitoring is mandatory whenever combustion heaters are used in enclosed spaces.
8. Carbon Monoxide Monitoring
When propane or any other combustion heater is used in an enclosed or partially enclosed space, continuous carbon monoxide monitoring is required:
- Place CO monitors at breathing height (approximately 1.5 metres / 5 feet) in the occupied work area.
- Position monitors between the heater and the workers — CO levels are typically highest near the heater and along the airflow path.
- Set monitor alarms at 25 ppm (the Ontario 8-hour TWA OEL) for the first alert and 100 ppm for immediate evacuation.
- If CO levels reach 25 ppm, increase ventilation immediately. If levels do not decrease, shut down the heater and evacuate workers until the cause is identified and corrected.
- If CO levels reach 100 ppm at any time, shut down the heater immediately, evacuate all workers, ventilate the space, and do not re-enter until levels are confirmed below 25 ppm.
- CO monitors must be calibrated per manufacturer specifications and bump-tested before each use.
9. Clearance Distances & Fire Prevention
- Combustible materials: Maintain a minimum clearance of 3 metres (10 feet) between the heater and any combustible materials including wood framing, tarps, polyethylene sheeting, insulation, paint, solvents, and cardboard.
- Propane cylinders: The heater must be at least 3 metres from the propane cylinder supplying it. Never place a cylinder near a heater or in the path of the heater's hot exhaust.
- Exits: Heaters must not block any means of egress. Workers must be able to evacuate without passing through the heater's hot zone.
- Floor protection: Place heaters on non-combustible surfaces. If the floor is combustible (plywood, OSB, or wood framing), place the heater on a concrete block, steel plate, or fire-rated pad.
- Overhead clearance: Maintain adequate overhead clearance per manufacturer specifications. Hot exhaust from torpedo heaters can ignite combustible materials above and in front of the unit.
- Unattended heaters: HCMI policy prohibits unattended propane heaters. If all workers leave the area, the heater must be shut off. For overnight heating requirements, use indirect-fired or electric heat with automatic shut-off controls and CO monitoring.
10. HCMI Cold-Weather Heating Policy
- Heating Plan: The HCMI site superintendent must prepare a Temporary Heating Plan before any propane heating equipment is deployed on-site. The plan identifies the spaces to be heated, the type and number of heaters, ventilation requirements, propane storage arrangements, CO monitoring locations, and fire prevention measures.
- Approved Equipment Only: Only CSA-approved propane heaters in good working condition may be used on HCMI projects. Home-made, modified, or visibly damaged heaters are prohibited.
- Indirect Heaters Preferred: Indirect-fired heaters are required for enclosed spaces where workers will be present for extended periods. Direct-fired heaters may be used only in well-ventilated areas or for short-duration tasks with continuous CO monitoring.
- Propane Competency: Only workers holding a valid TSSA Propane Certificate of Competency (or working under direct supervision of a certificate holder) may connect, disconnect, or adjust propane equipment on HCMI sites.
- CO Monitoring: Continuous electronic CO monitoring is mandatory in any enclosed or partially enclosed space where combustion heaters are operating. The HCMI site superintendent designates monitor locations and reviews readings at least twice per shift.
- Fire Watch: A fire extinguisher (minimum 20-lb ABC) must be within 7.5 metres of every operating heater. The worker operating or nearest to the heater is responsible for knowing the extinguisher location and how to use it.
- End-of-Day Shutdown: All direct-fired propane heaters must be shut off at the end of the work day unless an approved overnight heating plan is in effect with automatic controls and monitoring. Cylinder valves must be closed when heaters are not in use.
- Concrete Curing Exception: When temporary heat is required for concrete curing outside of work hours, the site superintendent must approve an extended heating plan that includes indirect heaters, automatic temperature controls, CO monitoring with remote alarm capability, and a fire watch schedule.
11. Temporary Heating Safety Checklist
Complete before operating any propane heating equipment:
- Temporary Heating Plan approved by the site superintendent
- Heater is CSA-approved, in good working condition, and appropriate for the space
- Propane cylinder inspected — re-qualification current, no damage or leaks
- Hose and regulator inspected — propane-rated, no damage, connections tight
- Leak test performed on all connections with approved detection solution
- Propane cylinder stored outdoors, upright, secured, and 3 metres from building openings
- Combustible materials cleared at least 3 metres from the heater
- Heater placed on a non-combustible surface with adequate overhead clearance
- Ventilation openings provided — cross-ventilation confirmed
- CO monitor placed at breathing height, calibrated, bump-tested, and alarms set
- Fire extinguisher (minimum 20-lb ABC) within 7.5 metres of the heater
- Means of egress unobstructed — heater does not block exit routes
- Workers briefed on CO symptoms, alarm response, and evacuation procedure
- "PROPANE" and "NO SMOKING" signage posted at storage and heater locations
Remember: Cold weather is uncomfortable, but carbon monoxide poisoning and propane explosions are deadly. Never sacrifice ventilation for warmth. If you feel dizzy, have a headache, or notice the CO monitor alarming, evacuate the space immediately and notify your supervisor.
